The following points were then discussedi-
(a) Bumber of Mailinga. On the basis set forth in 3
above, it was agreed that the disparity in the number or seilings pervaitted might continue as a temporary arrangement, and ir, kasaki volunteered that he hoped that in about two months' time it would be possible to arrange for an inorsase of the number or mailings of both the British and Japanese ships in such a way the eventually the present disparity would cense to
exist.
(b)

As a matter of principle the British Companies find it impossible to agree to the carrying out of the above fyno ti ons by a mononoly association, and they see no reason against the continued performance of this work by their old established organisations. Dr. Okazaki sugɛented as a compromise that these organisations should nominelly join the monopoly association and that British ships would continue to employ, pay and control their own organisations as hitherto. Kr. Roberta undertook to explore the possibilities of agreement on these lines in the case of his Company.

Insofar as the Blunt /Ckazaki
greecent provided for the stationing of gendarm rie on 'Yatshan" and the harf on the vessel's arrival for the purpose of examining passengers and baggage, a precedent so far as the Agreement was concerned was established, and m Okazaki proposed that if cargo were carried the gen- darmerie shoulz remain so long as any cargo remained on the harf or in the godowne » Mr. Blunt undertook to consider the possibility of agreement on these lines.
(4) Carriage of Carzo 1. Ciesaki stated that it was the desire of the Japanese to permit the carriage of specified comodities, and it was agreed that a possible mans or effecting this would be by an extension of the Blunt/kazaki agreement to cover the carriage of Cargo, much cargo tô be carried in accordance with Customs regulations, and commoɛisies of which the movV 6- ment was permissible to be advised by Customs Notifiestia from time to time.
(e)
#ilotage. Hr. (kazaki stated that compulsory pilotage wa only a temporary expedient due to military necessity and he hoped that a revised tariff on a lower scale would be introduced in the near future.
